RE: EPSDT Services for Justice Involved Youth
The Alabama Medicaid
Agency (Medicaid) posted a recorded webinar for Medicaid providers regarding Early,
Periodic, Screening, Diagnostic and Treatment (EPSDT) services for justice
involved youth (JIY) in Alabama. State Medicaid programs are required to
implement coverage described in section 5121 of the Consolidated Appropriations
Act, 2023 (CAA, 2023) which was signed into law on December 29, 2022.

The CAA, 2023 requires
states to provide EPSDT and Targeted Case Management (TCM) services to
incarcerated youth post adjudication 30 days prior to release, and TCM for at
least 30 days post release for eligible juveniles. If it is not possible to
provide the services 30 days prior to release, it is expected that the
screening and diagnostic services be provided within the week following
release, or as soon as practical after the release.
