Montgomery, Ala. – At the mandatory annual K-12 meeting today, members of the Alabama Board of Education elected Randy McKinney to his second term as Vice President. Board members also elected Dr. Mary Jane Caylor as President Pro Tem for a second term.
McKinney, who represents District 1, presides in the governor’s absence. By virtue of his office, Governor Bob Riley serves as president. McKinney was first appointed to the board by Gov. Riley in September of 2003 and was elected to his first full term in 2004. He completed his B.S. at the University of South Alabama, graduated from New Orleans Baptist Theological Seminary with a Master of Religious Education, and earned his J.D. from Birmingham School of Law. McKinney is a former district attorney in Baldwin County. The Orange Beach realtor is a member, deacon, and trustee of First Baptist Church of Gulf Shores.
Dr. Caylor represents District 8 and presides over board meetings in the event both Gov. Riley and McKinney are absent. Caylor, former superintendent of the Huntsville City Schools, has served on the state board since 1995. She earned her bachelor’s, master’s, and doctoral degrees from The University of Alabama. She is a charter member and past board member of Leadership Alabama Inc., and an alumna of the first class of Leadership Alabama. Caylor established the Huntsville City Schools Foundation, was selected Superintendent of the Year by the Alabama Council of PTAs, and was selected Alabama finalist for Superintendent of the Year by the American Association of School Administrators. She holds an Alabama PTA Honorary Life Membership and is a member of Church of Nativity in Huntsville.
In other business, following a public hearing at today’s meeting, the board approved Amend Alabama Administrative Code, Chapter 290-4-1, Education Accountability, to include the Alabama Educator Code of Ethics. The board also received Annual Update on Educational Progress/Initiatives and approved the following:
· Announce Intent to Repeal the Alabama Administrative Code, Chapter 290-6-1 and Adopt a new Alabama Administrative Code, Chapter 290-6-1, Pertaining to Career and Technical Education
· Announce Intent to Amend the Alabama Administrative Code, Rule 290-2-1.01, Annual Apportionment of Foundation Program Funds, and Rule 290-2-1.04, Annual Apportionment of Public School Funds, to Allow for the Annual Apportionment of Funds and to Include the Posting of Paid Invoices on Local Boards of Education Web sites
· Resolution to Approve a Teacher Education Program, Samford University, Birmingham, Alabama
· Resolution Commending Betty Blackwell, “Barbara Fannin Memorial Employee of the Quarter, July - September 2009
