Energy and Residential Codes Board honors departing members; proclaims May as Building Safety Month at meeting

MONTGOMERY— The state board tasked with adopting and maintaining statewide standards for safety and energy efficiency in residential and commercial buildings honored three departing members at its meeting Wednesday in Montgomery.

The 17-member Alabama Energy and Residential Codes Board meets periodically during the year to address issues and concerns related to the state commercial and residential energy codes and the residential building code. Board members serve five-year terms and come from a variety of groups with a stake in residential and commercial construction and energy, including utilities, city governments, state boards, construction firms and insurance companies.

Board chairman Shon Richey of Alabama Power Co. honored Alan Boswell of the city of Tuscaloosa’s Building Department, Mark Nelson of the Liquid Petroleum Gas Board in Montgomery and Randall Whorton of Whorton Engineering in Anniston for their service to the board. All three are leaving the board after multiple years of service. The board will posthumously honor a fourth member Jack Reid of Reid Construction in Florence, who passed away last fall, at the summer board meeting of the Alabama Homebuilders Association.

“We celebrate and honor the hard work and expertise that Alan, Mark, Randall and Jack contributed to the board at a critical time when we adopted and implemented the first statewide building and energy codes in 2012,” Richey said. “They have each played a key role as we continue to ensure that our statewide building standards remain strong.”

The board also welcomed several new members who began their terms of service. They are:

• Bill DeLoney of DeLoney Construction in Dothan; representing the Alabama Homebuilders Licensure Board

• Glenn Nuby of Killen; representing the Alabama Board of Heating, Air Conditioning, and Refrigeration Contractors

• Scott Pilgreen of the Alabama Fire Marshal’s Office in Montgomery; representing the Alabama Liquid Petroleum Gas Board

• Jerry Russell of the city of Montgomery; representing Alabama’s municipalities

• Lannie Smith of the city of Orange Beach; representing the Code Officials Association of Alabama/International Code Council

The board also adopted a proclamation from the International Code Council naming May as Building Safety Month in Alabama. The recognition is to emphasize the importance of adhering to international building standards to provide residents with safe and efficient homes and buildings.

The Alabama Department of Economic and Community Affairs provides administrative support for the board, and the department’s Energy Division supplies technical advice and guidance regarding the portions of the codes related to energy efficiency. The board relied on the expertise of its members from the homebuilding industry for other issues related to the residential building code including health and safety.
